[Fix] CP Spawn

You may say that "The PD is the CP/SWAT's base of operation", but that base tends to get raided, the cops end up getting killed and spawn back at the PD, automatically breaking NLR. This causes problems as newbie players tend not to realise what NLR is and run straight to them and arrest them. Even regular players that know the rules end up getting shot multiple times before they can leave the PD after they've been killed.

This is a simple fix and can be applied easily I imagine. It would also prevent the CP from being propblocked in if there is no staff active.

Where would you suggest moving it too?

I think the gun dealers spawning in the shop is worse. Because if one gun dealer sets up fading doors the other is trapped.

Hmm I think the police spawn should be either fountain spawn or, the other spawn point that is set or possibly near warehouse.
